V&W - BPS Implementation

The Ministry of Transport, Public Works and Water Management (VenW) is one of the thirteen ministries which make up the Dutch National government. The ministry consists of the policy departments and executive departments, as well as the Directorate-General for Public Works and Water Management (Rijkswaterstaat), the Transport, Public Works and Water Management Inspectorate (Inspectie Verkeer en Waterstaat) and the Royal Netherlands Meteorological Institute (KNMI).
The Ministry’s motto is: Moving smoothly. Living safely. Transport, Public Works and Water Management.
The Challenge
The Directorate-General for Public Works and Water Management (Rijkswaterstaat) required better management information about the performance of the organization, especially in the area of Finance, HR and Society. They had to discover and define the most important measures or KPI’s, set targets for these KPI’s and check how the actual performance meets the targets. Part of the project was to enable a good possibility to enter and approve target key figures into BW using planning functionality. This management process must be realized in a stable and fast Performance Management application.
Our Solution
Tensor has set up the blueprint by making the KPI’s ‘SMART’ and setting up an architectural design. The solution is realize with the following BI applications:
- The web based balanced scorecard functionality of SAP SEM to provide management with the right dashboard information;
- SAP BW-BPS for entering the target values including the approval process of these targets;
SAP BW Query designer for creating queries that provides the data for the SEM Balanced Scorecard.
Realized Results
Management of Public Works and Water Management (Rijkswaterstaat) has a stable and well performing dashboard that will provide a good overview about the performance of the organization on key topics.
An additional improvement was the way the whole management budget cycle flow was set up using authorizations and version management.
